Hitchcock shows us Jeff's perspective as we can see what Lisa is doing in the scene and what is going to happen. What is the lady doing, what happen in the apartment and when the old man is arriving to his room. Hitchcock crate tension which makes our heart beat faster and scare that she will got caught.
Also the point of view that Hitchcock uses is that he start with close up of the character and then zoom out after that he then cut to a shot of what they're seeing. For example, In the clip, Jeff is looking at Lisa but first Hitchcock shows that image of Jeff looking(starring) at something then there is a cut which shows the image of Lisa starting walking to the stairs and start to climb up. After that Hitchcock then cut back to the actor which is Jeff to see his reaction, as we can see through the clip when the old man arrived and going into the room we can see that Jeff facial expression is telling Lisa to stop and come out of the room.
